The article discovers a problem of deep disbalance in the development of subjects of a federal state beginning with contradictions in the fundamental law of the country and finishing with frequent questions of regional management. Estimations have been given to conceptual variants of territory development of the regions of Russian Federation in the direction of reducing of socio-economic differentiation. Views on achievement of optimistic level of the development of territory subject through rational and complex use of territory potential with consideration of objective opportunities of interregional cooperation have been presented.
